Adopted cat and dog receive gentle veterinary care in Malaysia

Malaysia Budget 2027 proposes tax relief for pet adoption and care

Malaysia’s proposed Budget 2027 expansion would allow taxpayers to include certain pet-related costs in the existing RM2,500 lifestyle tax relief. The measure is expected to cover adopting a rescued animal from a registered shelter, as well as vaccinations and sterilisation carried out at a registered veterinary clinic. It is proposed to begin in the 2027 year of assessment, but taxpayers should check the final rules before claiming any expenses.

Understanding eligibility and keeping records

If the proposal is adopted, eligibility is expected to depend on the type of expense and the status of the shelter or veterinary clinic. Before paying, confirm that the organisation is registered and that the service or adoption is covered by the final guidelines. The relief is part of the existing RM2,500 lifestyle limit, so it may share that cap with other eligible expenses rather than provide an additional allowance.

Keep itemised receipts and proof of payment, along with adoption documents from the shelter or invoices and treatment records from the veterinary clinic. Make sure documents identify the provider, date and expense, and retain them with your tax records. Since the proposal may be clarified or changed, follow guidance from the relevant tax authority when it is published.

Practical advice for new pet owners

Plan for the animal’s care as well as any potential tax relief: adoption and veterinary expenses are only part of the ongoing costs of food, supplies and routine care. Arrange an initial health check with a veterinarian and ask about a suitable vaccination and sterilisation schedule.

Give an adopted animal time to settle in. Set up a quiet, comfortable space with water, bedding and a place to retreat, away from heavy household traffic. Introduce other people and pets gradually, and let the animal approach at its own pace. A calm routine can help reduce stress while the animal adjusts to its new home.
